What do the star ratings for hotels and apartments in Australia mean?

When searching online for accommodation in Australia I see all of the properties have some sort of rating, but can anyone tell me what it all means. Some properties have stars associated with them whilst others don't. Also what does the rating go up to and what would you expect from each rating level.
